Mr Langen disagreed with suggestions by some EU Member States that all derivatives should be regulated. Rather, he advocates keeping to the original Commission proposal, which would limit the scope of the new rules to over-the-counter (OTC) derivatives.

Risks to be reduced/Transparency through transaction register

The European Parliament calls for strict legislation and supervision of risk-based derivatives. "What we need is more transparency in the derivatives markets. Our Resolution is a clear signal to the Council and the Commission to get EU legislation going as soon as possible. Derivatives play a role in minimising risk, but they can also be abused for speculation purposes", said European Parliament Rapporteur Werner Langen MEP.

Specialists from the world of derivatives trading were on hand to discuss the steps ahead for better regulation with MEPs of the EP's economic and monetary affairs committee on Tuesday. All recognised the risks such products pose and accepted that more transparency in their trading was necessary.

The over-the-counter trade in derivatives must become much more transparent and better controlled, say Members of the EP Economic Affairs Committee. They argue that the risk element in derivatives should be expressed more clearly in their price, while a clear distinction should be made between the use of derivatives by companies and their use by financial institutions.
